In accordance with the communiqué titled “Fuel Blending in Bonded Warehouses” published in Official Gazette No. 30850 dated August 2, 2019, blending operations have been permitted in bonded warehouses where transit fuel products are stored. This regulation applies to petroleum products arriving via sea transport that are not in free circulation and fall under different Customs Tariff Statistical Positions (CTSP) and tax categories.

Blending operations are carried out exclusively in bonded warehouses where transit fuel is stored, and only under the condition that the resulting product remains in transit. Permission is granted solely for the blending of fuel products specified in Article 541 of the Customs Regulation, provided these products are not in free circulation.
